Procurement standards for a large number of devices was announced

Recently, the Chinese Center for Disease Control and Prevention (CDC) issued a "Notice on the public consultation of 2 standards, including "CDC Construction Standards (Draft for Comments)" (hereinafter referred to as "Construction Standards") and "Laboratory of Disease Control and Prevention Institutions Instrument and Equipment Configuration and Management (Draft for Comments)" (hereinafter referred to as "Configuration and Management").

Configuration and Management states that this standard applies to provincial, municipal, and county-level disease prevention and control institutions. This standard establishes the general requirements and basic principles for the configuration of laboratory instruments and equipment and provides for the configuration of major instruments and equipment items and configuration quantities.

Requirements are divided into two classes of A and B. Instruments and equipment marked in class A are for the work duties and tasks requirements, disease prevention and control institutions at all levels should be configured in accordance with the types and minimum configuration requirements in this standard. Class B is for the work requirements, workload and development planning that can choose to increase the configuration of instruments and equipment.

Class B instruments and equipment and instruments and equipment not included in this standard can be configured based on the actual work needs or development requirements, based on expert evidence.

The demand for CDC equipment has escalated

The three-year epidemic has stimulated an urgent need to upgrade our CDC system. Accelerating the infrastructure construction, improving the health monitoring system, and improving the prediction and early warning, prevention and control capabilities will be the key tasks of the next CDC work.

The infrastructure construction includes but not limited to laboratory construction, early warning system, medical equipment and material security system and other work. The improvement and upgrading of these hardware systems can improve the response speed and processing efficiency of the CDC system in a short period of time.

The Ministry of Finance released “The Report on the Implementation of the 2022 Central and Local Budgets and the Draft 2023 Central and Local Budgets” this March. It was pointed out that in 2023, support should be given to improve the capacity of medical and health services. Financial assistance funds of 170 billion yuan will be arranged through general transfer payments and 30 billion yuan will be used to carry forward funds from the accrual system in 2022 to support local efforts to prevent and control epidemics, with a focus on county-level finance. To strengthen the capacity of county-level public hospitals, drive the county medical community and rural medical services to improve the capacity to support good disease prevention work.

At the beginning of this year, the State Council issued "On the issuance of primary medical and health institutions to treat the new coronavirus infection materials equipped with reference standards notice", requiring that all places should be compared to the reference standards, strengthen organizational leadership, the implementation of financial security, strengthen the supply of materials, as soon as possible to make primary medical and health institutions equipped with materials to meet the standard requirements.

The materials to be equipped include protective clothing, masks, latex gloves, air disinfectors, antigen detection kits, oximeters, blood gas analyzers (optional), electrocardiogram machines, X-ray machines, CT (optional), Chinese medicine, small molecule antiviral drugs, defibrillators, non-invasive ventilators (optional), oxygen machines and many other medical devices and drugs.

It is foreseeable that the medical equipment market capacity related to the construction of the national disease control system will usher in a phase of rapid development.
